Due to American National Red Cross experiencing large budget deficits, Gary's paid staff position as Senior Associate, Safety and Security, Weapons of Mass Destruction/Terrorism Program and as the Life Safety & Asset Protection (LSAP) Activity Lead in the Disaster Operations Center in Washington, DC was eliminated and he was no longer employed due to a reduction in force.
As a dedicated Red Crosser Gary chose to remain as a National Headquarters Leadership Volunteer in Disaster Services and was appointed as the Senior Advisor, Safety, Security and Investigations by the Vice President of Disaster Services.
As of the end of Gary's nine year National Headquarters paid staff assignment the Life Safety & Asset Protection (LSAP) Team had grown from the original 60 members to a seasoned and effective team of over 1660 members, including four paid staff Disaster Reserves, 19 managers and 248 supervisors from across the United States and the Territories who respond to National Disaster Relief Operations to look after the safety and security of the dedicated paid and volunteer Disaster Service responders who serve clients and relieve suffering when disasters occur.

Originally the Safety & Security (SAS) Function Lead with 60 SAS Team members, five managers. In nine years the Life Safety & Asset Protection (LSAP) Team had grown into a seasoned and effective team of over 1660 members, including four paid staff Disaster Reserves, 19 managers and 248 supervisors from across the United States and the Territories.
Gary served as a member of the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) Headquarters Interagency Safety and Health Committee, Liaison DHS/FEMA Headquarters Security Office, Liaison DHS/FEMA Headquarters Safety Office of the Chief Occupational Safety & Health (OSH) and Federal Interagency Working Group on Emergency Preparedness.
